Full project controls, construction method optimization, quality assurance, and audit reporting for government, ADB, and World Bank-funded projects. I provide comprehensive project controls and field leadership across the entire project lifecycle — from planning and design through construction and commissioning. This integrated approach ensures that every aspect of the project is rigorously managed, continuously monitored, and fully aligned with the stringent requirements of government clients and multilateral development banks including the Asian Development Bank (ADB) and the World Bank. My project controls framework encompasses schedule management using Primavera P6 and Microsoft Project, cost control through earned value management (EVM), risk management, and progress reporting that provides full transparency to project owners and lenders. Construction Method Optimization: Construction method optimization is critical for delivering complex infrastructure on schedule and within budget. I work closely with contractors and site teams to evaluate, select, and refine construction methodologies, ensuring that they are safe, efficient, and aligned with the project's technical and commercial objectives. This includes the assessment of temporary works, construction staging, plant and equipment selection, and the integration of innovative techniques such as incremental launching, precast segmental construction, and accelerated bridge construction (ABC). Through rigorous method verification and value engineering, I ensure that construction methods are continuously refined to maximize productivity, minimize risk, and deliver the highest quality outcomes. Quality Assurance & Regulatory Alignment: Quality assurance is embedded in every phase of project delivery, with comprehensive quality management plans (QMPs) and inspection and test plans (ITPs) developed and implemented to ensure compliance with project specifications, international codes, and regulatory requirements. I provide independent oversight of contractor quality systems, verifying that all materials, workmanship, and construction processes meet the required standards. My approach to quality assurance is proactive and systematic, leveraging advanced inspection techniques, non-destructive testing (NDT), and real-time monitoring to detect and address issues before they escalate. Audit Reporting for Government & Multilateral Lenders : I deliver independent, evidence-based audit reporting for government agencies and multilateral lenders including ADB and World Bank. This involves the systematic review of project documentation, financial records, construction progress, and quality assurance records to verify that project delivery is on track and in full compliance with loan covenants and regulatory requirements. Audit reports are prepared to the highest standards of objectivity, clarity, and rigor, providing lenders with the assurance that their investments are protected and that projects are being delivered in accordance with agreed terms and conditions. Field Leadership & Cost Verification: My field leadership approach is grounded in decades of hands-on experience across six continents. I lead multidisciplinary teams through the most challenging construction environments, ensuring that projects remain on schedule, within budget, and to the highest standards of quality and safety. Cost verification is a critical component of my field leadership, involving the independent review and validation of contractor payment claims, variations, and cost estimates. This ensures that project costs are accurately tracked, controlled, and reported, providing project owners and lenders with confidence in the financial integrity of the project. Proven Track Record : My project controls, quality assurance, and audit reporting expertise has been applied on projects across six continents, including the 34 Bridges Replacement in Papua New Guinea ($360M ADB-funded), the Julius Nyerere Hydropower Project in Tanzania ($4B), and the Meghna River Bridges & Master Plan in Bangladesh (ADB-funded). These projects demonstrate my ability to deliver independent, rigorous oversight and to navigate the complex regulatory and compliance landscapes associated with major infrastructure development.
